The percentage required is 30%. The band Garbage has four member 3 of which were born in the US and a fourth that was not but is married to an American. Also on the song in question a studio musician from Madison, Wisconsin played bass. Making 80% of the performers on the recording American. I think we can all agree that 80% rounds up to 100%, 90% of the time. Plus if you add up all their weights(or masses if you will) the Scottish percentage in poundage (or kilogramage) is negligible.
